Council considers further work to protect A555 from repeat flood closures
Stockport councillors have been told that, despite previous upgrades, parts of the A555 Manchester Airport eastern link road remain vulnerable to flooding during prolonged and intense rainfall, prompting proposals for further action to improve drainage, pumping capacity and river maintenance.
The 13km dual carriageway — intended to improve links between the A6 and the motorway network around Manchester Airport — was finally completed more than a decade after being adopted as policy. But low-lying sections of the route have suffered repeated disruption since opening, most notably during the July 2019 floods and again over New Year’s Eve 2024, when record water levels were recorded on the River Mersey at Brinksway, Lady Brook at Bramhall Green and Poise Brook.

A report taken to Stockport Council’s Bramhall and Cheadle Hulme South area sub-committee set out the measures already carried out after the 2019 event. Those works included drainage reviews, improvements to pumping infrastructure, cleansing of storage tanks and other drainage infrastructure, inspection and maintenance of receiving watercourses, and development of further drainage plans.

the report said, while adding that these measures had not removed vulnerability to extreme events.
Local councillors heard that the northern stretch of the A555, north of Handforth, had been particularly badly afflicted during severe weather following the storms that drove the River Mersey and its tributaries to record levels. Freezing conditions that followed the flood event also exacerbated the disruption and contributed to road closures.
History and technical issues set out to councillors
The A555 project saw its final sections delivered after lengthy delays, with contractors Carillion and Morgan Sindall completing the end sections that joined the road to the rest of the transport network. The route has been viewed as a key piece of infrastructure for Stockport and for south Manchester and north Cheshire, but persistent flooding has placed a spotlight on drainage design limits and the capacity of pumping stations and storage ponds to cope with unprecedented rainfall.

The council’s Section 19 Flood Investigation that followed the 2019 event identified a combination of factors that contributed to highway flooding: exceedance of attenuation pond storage, limitations in pump station capacity and wider drainage network pressure during extreme rainfall. That analysis underpins the further actions now being considered.
What residents and commuters can expect
Stockport Council has already undertaken cleansing and maintenance work on drainage infrastructure and storage tanks. The current proposals focus on enhancing pumping infrastructure and completing further drainage schemes, along with routine inspection and maintenance of receiving watercourses to reduce the likelihood of future overtopping during heavy rain.
Officials emphasised that while the measures to date had improved resilience, they would not fully eliminate the risk of closures during exceptionally extreme weather events. For many residents and businesses, particularly those who use the A555 to reach Manchester Airport or travel across south Manchester, the continued vulnerability to flooding is a reminder that climate-related pressures are forcing local authorities to revisit and upgrade long-standing infrastructure.
Councillors will continue to scrutinise the options and the council’s next steps, with the intention of prioritising interventions that reduce disruption and improve safety along this important transport corridor.
